Foreigners can not hold a firearm permit but your thai spouse can apply to the local police with house registration, id card and very good reasons why it is needed. The police will review each case individually before forwarding it to the Ministry of Interior.
1) “The Firearms, Ammunition, Explosive Articles and Fireworks and Imitation of Firearms Act 1947 requires individuals who wish to manufacture, purchase, possess, use or import guns, bullets or explosives to seek permission from the register.”
2) ” For a civilian who wishes to obtain a possessing license, he/she has to be over 35 years old and possess a saving account more than 1 million Baht at least 6 months.”

I think that you are right about unlicensed pistols being available (I think the same would apply to rifles and most other forms of light munitions). As you have a Thai wife …
You know Thailand; virtually everything’s available for a price – like most countries except the price is probably lower in Thailand.
